Short answer: Crud on the pickup screen inside the reservoir.
Longer answer: The wipers work just fine but no fluid is pumping. Of course I can't just reach up and pull the plug on the pump. 4 studs hold the reservoir in place. I got the top two nuts off, but broke off the bottom two. I took off the pump and connected it to a battery charger, it works. I wanted to see if the wire was getting voltage so I hooked up a volt meter by hanging it from the hood, yep it's got voltage. I looked inside the reservoir and what's this crud at the bottom? I shot some air thru the pump, it blew the crud into my face. I'm glad I wear glasses. I rinsed the reservoir out. Now it works but missing the two nuts on the bottom.
Conclusion: If the washer isn't working do the easy simple things first. Flush out the reservoir.
