Why Do My 2016 Era Van Refrigerator Fans Run When Off?

These outer fans seem to run constantly even when the RV is parked and the refrigerator is turned completely off. Is this normal?
That would depend on how they are wired. If you are referring to vent fans, they may have been installed by a previous owner and connected directly to battery voltage. Look for a switch somewhere, or check your house battery to see if the wire terminates there and may be switched there or fused there. You do not want them running when stored, they will run your battery bank down in short order.

The other possibility is they are wired through a snap disc or thermal switch which has failed closed, or is set too low if it's an adjustable one..
 
More info will be needed to get a really good answer! One problem with looking for info is how many RV there are as possible subjects. In this case there are six different 2016 Era, so finding the correct drawing is not likely without first knowing which one to search out the info!
Then there is always a chance the item you mention has been added.
Some pictures of what you have might let us look to spot something that a former owner has added. Things like where and how the fan is installed can be a definite clue.
A search of the brand and model of the frig might turn up good info to look at parts and see if there is some type of controls built in that have failed.
First thought might be that is was added and the person doing the job did not understand enough about doing it the right way?
As far as I know, fans are not a normal part of the frig build.

One thing to keep in mind when thinking of RV repair is that it differs from the normal car. RV are first built as a stripped chassis lots of cases. Then the house is added on top before finally it gets the inside furnished. closer to what we find in our stick built house!
That leaves a question about the frig being more about who built the frig than who built the RV! In a 2016 model, it is like a 10 year old house and the parts may have been changed!
