In mid Feb I purchased a 2021 Minnie 2108FBS travel trailer. To day I hooked up to city water for the first time to make sure everything worked right. It didn't. I have water both hot and cold,at all faucets, toilet and outdoor shower. However, the drain plug for the water heater is out and there is no water in the tank. My wife and I accessed the water lines, and pump under the sink and see valves going every which way. Can water bypass the water heater still come out the faucet? Also another problem, at the the water pump, under the kitchen sink is a black hose with tape wrapped around the end just laying on the floor. Any ideas? We tried turning valves but could not get any water to flow into the water heater.

Yes, there is often a bypass valve that lets water go into the tank or turned the other way, sends water from the cold line directly to the line where hot water would normally come out of the water heater. Instead of going in, it bypasses and goes aroudn the heater.
I expect to find them somewhat close to the back of the water heater
Suggest leave the plug out of the water heater or flip the temperature relief handle up and turn on the water at faucet. With all inside faucets closed, this "should" let water flow into the heater, fill it, and run out the releief valve. But if not set right, the water should flow only long enough to get pressure on the RV lines and stop.
Then your trick will be to search out a valve that sets between a cold line and a hot one.
think of it as a stop sign that lets you go straight ahead or go left? The valve will look definitely different than simple stop valves. Instead of straight through, it will have three connections. One in, one out, and one turning? Sneaky part is that it should be pretty close behind the heater but it may also be under a small panel/ cover that needs to be removed to work the valve???

Pictures of the place where the drain plug is missing and the back of the water heater will solve many things.

The drain plug is not missing, it was laying in the water heater compartment, I will try again tomorrow until I get all the valves et the correct way.

You say all the valves. The configuration that comes to mind has 3 valves involved. It is built in an H fashion or shape. The valve in between the lines or the middle of the H should be turned off, and the 2 on the ends turned on. In these situations, the handle of the valve indicates the operation of the valve. Inline with the pipe is open and across is closed. Sound like an aluminum tank(Dometic/Atwood) as you have a drain plug. Steel tanks(Suburban) have a plug with an anode attached.

My wife figured it out, I was trying to over complicate things. Thanks for the help.
Now we have a noisy water pump to replace. Have a Lippert in there now that shakes and noisy as can be, and low water flow. Think I'll go with a Sure-flow.

Great! So you don't need the pump unless you are boondocking without a city water connection. Lack of water will make them burn up.
