Unusual Sound From 2008 Journey 39Z Engine

2008 Journey 39z with a Cummins.

Today after starting my engine kicks up to a high idle, ~1000rpm. Along with it is an oscillating whine sound coming from the engine bay area.

Any ideas what in the world is going on?

My first impression is the turbocharger making noise; next I'd check the air dryer for proper operation-BTW, when last was the dryer filter replaced?
 
If you scroll down to the bottom there's a mute button in the bottom right corner of video that is muted by default.

I don't believe turbo noise as the noise changes not in line with rpm. Filter dryer was replaced last year
 
Got sound, and to me I'd begin checking serpentine belt pulleys and belt itself. There is a gauge to check the small v's depth on the belt. They can be found at automotive supply stores, some have them free on the counter.
The belt will have to be removed to check the pulleys and tensioner bearings. BTW, a serpentine belt and tensioner should be replaced at the same time.
 
Kicking up to a high idle rpm could be the alternator not putting enough charge out there. The sound could be the alternator or belt driving the alternator. Ask me how I know.

My alternator went out, about 8 years ago. I had similar symptoms for a while, until it just wouldn't work. I had to run the generator to keep the batteries up and drive to a repair shop. Only to be turned down for help that day, drove back to the RV park, hired a mobile RV mechanic, who replaced the alternator there in the park. No problem since, but had the original alternator rebuilt and carry it as a spare now.
