We are replacing bulbs on the exterior and find that these 2 lights don't power up. See photo

Hmmm, I wondered. Hopefully will be a spent fuse since none of our docking lights are working.

I get a bit different answer when looking at drawings here:

It seems to show the center being a brake light, rather than docking?
IF that were true, and it needs checking, My thought might be that you have two different circuits if both are failed which might make me lean away from a single fuse? No good info on where and how they are wired as it is chassis but I would think tow fuses for two circuits?
Maybe verify that center is actually not working when brakes are on?
But if two circuits are actually out back here, I might think more toward a bad connection in the cable that carries both? See the green line where they may have put a plug in the line?
Depedning on what you find, I might go looking for this plug at some point to verify power getting to it and possible corrosion there? Is it two fuses blown at once or two wires that are not making?

Another one of those, "we never know till we get there"!!! UGH!

Thanks again Morich!
I should have marked my photo better, the brake light in the center is operational ;)
The ones in question were the two lowest and outermost. In fact, they are working after all.
