I think this was a oversight by the engineers to make something overly difficult. I had to open the dog house, and disconnect the air inlet hose. Then remove the 4 bolts holding the brackets that hold the air filter assembly. This would allow the cover to shift and allow the air filter to be replaced. I have done this a couple times and have sworn to high heaven every time.
The last time, I cut the brackets and re welded them to allow the whole assembly to sit about 1/2inch lower, and I trimmed the square plastic protrusions that "hook" into the lower part, to fit smoothly. Now I can change the air filter without a single swear word.
