Hello, I have a new to me 2009 View 24J. When I drain the fresh water tank there is about a 3' area under the rig that has water draining all over it. I cannot seem to locate where the drain hose should be under it. I have seen the plumbing diagrams, but I do not see where the drain hose exits the rig so I can find what the issue is before having to take it in for service. Any help with its location would be greatly apprecited. Thank you in advance.
 
Looks like lots of folks are out for the holiday, so we get little traffic to deal with our problems, so I'll throw in what I can!
One of the first things I need to clear up is that I have no real knowledge of your specific RV and need to ask some questions!
When speaking of the drain, is this where you mean? We've sometimes got to play a few tricks to get a better look at what we have and this is NOT for the 2009 but a later model 2011( I think) which lets us go to a later parts catalog which is much better for the detailed view we need.

At the moment, even the Winnebago site for owners manuals is down, so I'm doing some big guesses but maybe a help if this looks correct as the panel on the passenger side and near the rear? Winnebago tends to keep the major points the same if they seem to work, so my hope is we can get some good info on the later model, if you can confirm this is the place and what looks to be correct?

We have the same rig -- a 2009 24J.

In our experience, that's just how the water drains.

The drain hose is collapsed at the outlet to keep dirt and insects out. The pressure of the draining water pushes it open. That's probably why the water does not drain straight down in a stream.

In this case, it's under the chassis and is a tube, similar to the one inside a Hepvo. See diagram at bottom left:
