Replaced three batteries and starter and solenoid behind steps. Clicking noise when I turn switch over. I can start engine by jumping solenoid on starter. Leveling jacks also don’t respond now. Are there safety relays to prevent either from working?

For best info and looking at drawings, we need to know which model of 2005 Voyage you have?
When turning key and getting click, is this a click that is repeated and then clicks again? Click, click, click until you let go of the key?
That can mean that the battery power is getting to the starter solenoid to close the contacts but there is not enough power from the battery to also crank the engine. When both jobs are being done, the solenoid may click without enough power to hold the solenoid, so it drops off. If you are still holding the key, it may then close the solenoid and click but keep doing this over and over.
Do you have a meter to check that good voltage is getting to the big 12Volt cable at the solenoid?
Corrosion or dirty cable connections or weak chassis battery can do this. Does the engine start better if you hold if you hold the battery "boost switch" while cranking? I think this switch may be near the driver's left knee??? That switch uses the solenopid near the door to connect chassis and coach batteries together to let you get a "jump start" without getting out jumper cables! But that solenoid is not normally used when starting if all works correctly. Only needed when we are not getting enough power from the normal starting battery.

Found solenoid for engine, replaced it and engine cranks. I changed the solenoid behind entry steps first. Wrong solenoid. Jacks still don’t work. ???

Look for a resettable breaker for the jacks. a square block with a button on it and there will be a "flag" popped out. Rotate it back in to reset the breaker. Large red wires most likely.

We still don't know which modelof 2005 voyage you have so therea re two options for the jacks. That leaves way too many guesses to start without know what you have.
One way to get good troubleshooting info is too find which brand and model of jacks you have as each has different places where fuses and wiring are different.
Once you have found whether it is a HWH or Level Best brand, I would go looking for the online info for troubleshooting the problem. Depending on which brand and which series or model there may be fuses under the dash or as part of the control head, or even underneath on the main pump unit.
One reason I like to have the manual for this is how easy it may be to change a fuse if we know it is under the faceplate of the control and that can save the trek of crawling around underneath! Being a stand alone item that is added to the stripped chassis as the Rv is built, the fuses are often not part of the wiring on the RV itself, so we need the builder info to find them.
But one of the things to be aware of is that the jacks require a number of other things to work before they will move. Things like ignition on and park brake set may be involved rather than a fuse?? Good to have the right info before starting the chase!
