1986 Winnebago Chieftain 31' Plumbing Issues

My old Winnie seems to be having a problem with its plumbing. I finally got the water pump to work in the house water faucets by removing the broken water heater out of the equation by bypassing it altogether. I noticed that the water was low, even though I just filled it up and now it seems that the water is dripping out of this part of the undercarriage. Curious if it's supposed to be plugged up , overflow or am I facing a bigger problem. I do not think she was winterized properly so there could be other problems I am unaware of. I'm trying to track him down one by one.

But do I see two tubes side by side up there?I can imagine I see water comming out of one!
If that is true, I would expect to find a drain valve that is above the floor just above this spot. Maybe only needs to be turned slightly tighter?

Yes I believe its a drain to winterize but wanted to confirm w someone who may know. i picked this up and its my first rv. All the water drains out of this area but wanted to confirm first. Thanks for your help. It doesnt look broken going to get i closer after all the water is out and area is dry in the next day or so...
 
I'm not at all sure whattyep valve to expect but it may be a type that has a ring to use as a handle. It should be possible to pull up on the handle and then turn but don't trust that too far!
If I remember right, those wire spring handles can bend pretty easy and that doesn't make them work any bettter, so maybe just ease into it and see how it might turn. Maybe it just did not get closed well or possibly frozen?
 
After closer inspection these appear to be the low poont drain assembly. Now lookong for the valve to turn this off so i can keep my freshwater in the tank... any help much appreciated..

Not knowing which 31 footer you have but have you seen this chart in the owners manual, as a hint of where to look?

As a way to save tubing, I often think of the valves as almost directly above the ends you show but they can be hidden behind a cover, etc. on some models!
