Your phone has a gyroscope inside so when you view it on the phone it appears correct - but it's actually on it's side as well. When you upload it here the photo carries orientation data that makes it appear rotated just like you took it. Your desktop also knows to show you the photo rotated correctly to your orientation - but it's just accommodating you not actually rotating the image permanently.
Hold your phone sideways - horizontal - with the volume buttons down and the "home" button (if you have one) to the right and your photos will always appear correct.
The only other option is to load your photo into your computer, manually rotate it to any position you wish and then save the image before uploading. That will change the orientation data that is carried in the photo's EXIF data.

I think most of your answer is correct but, while I'm most certainly no phone and or phone-photo expert, there is, in our I-phone, a selection in *settings* for picture orientation. You can have it OFF, or, ALWAYS vertical. If it's set to ALWAYS, no matter how you take the picture, it's gonna be represented as vertical when you view it. But, not sure how that works in a Samsung or any other brand.
