Sounds to me like they are concerned about the water supply and black tanks. The only solution I can think of to have an endless supply of water and also not having to go to dump your tanks all the time is to camp at places that have water and sewer hookup.

Installing a compost toilet would make a big difference IF you don't mind the install or change of "doing things."
