I though my problem was the pleated air filters however it was not. The previous owner was using the high flow filters and never cleaned the coils of all the junk the high flow filters had let past. Removing the filter and spraying down the coils with some self rinsing coil cleaner from Home Depot did the trick. Mine was so bad a light scrubbing with a soft toilet brush was needed to break up the surface tension of the dirt.

I use what ever filter keeps the coils cleaner and change the filter more often. I also bring a flash light with me when I change the filter and inspect the cleanliness of the coils so I can clean them as required.
