Is this broken in a spot where you have good access for repair?
For things outside that are prone to getting wet but where I have room to work, I would go with pulling the wires together enough to splice and solder or add a shot piece.
I like solder far over any type of crimp as it is not bothered by corrosion.
Then to weather proof it slobber on a good amount of caulk/sealer like silicone, slide the heat shrink over it so the the shrink is filled with caulk and then shrink it.
This is a modified method of the way underground cables were done!

Then tie it all down well so that it doesn't happen again!

I like Rich's suggestion, however, the wires are pretty small 24 gauge? You can purchase crimp terminals with heat shrink built-in. It would depend on where the splice was located, if all else fails you may be able to fish a new pair up.

For splicing low voltage wires of small gauge (like 24) exposed to the elements Scotch Locks are an excellent and easy choice. You don't even have to strip the wires, just insert and squeeze.
