This is one that will have lots of different answers that will depend on lots of small points. First is the experience of the user! Are you used to freezing weather and dealing with it at home, etc? That means you are familiar with the why and how of water freezing things like pipes and you will know lots more. But if not there are lots of small points that you need to consider. Things like how warm it is inside the RV and how long and how cold it gets outside, will all change the answer of what pipes/tanks might freeze. Twenty degrees for a couple hours and I don't worry for most things that are in the RV but 10 degrees or an unheated RV and it can be a disaster!
It is often very much a guess until you have tried it the way you are going and temp for the length of time needed. If you have pipes in storage that is stuffed with blankets, you get a different answer than if you leave the storage open so the dog can get inside and warm!
For our use, we do not take chances as the penalty is too high. We have done things like carry water in jugs to avoid redoing the winterize! We use the black water but add pink antifreeze to it.
