'99 Vectra Grand Prix VCM37B chassis heater?

New first time owner here: I haven't moved this home much, today was the first time i've run the engine for any longer period of time and even though I had the vehicle air set for max a/c and it was still blowing warm air and when I felt the tubes running to/from the heater core - they were very warm.


There is some sort of vacuum control device on one of the lines, is that what is supposed to prevent the flow of engine coolant? I checked the actual air conditioning and pressures/temps seemed to be fine.


Any suggestions? It felt like a sauna (nice day in florida) today.
