What am I looking at here?

Specifically, the red handle. I know it involves water because when I opened this valve the water pump turned on. Is this valve supposed to be open or closed?

Sounds like it may be the fresh water tank fill and should be closed unless connected to a city water hookup, and in that case the water pump switch would be turned Off.

If that's the case how many fresh water tank fills do I have? Because I filled the tank through another valve labeled "water" until the water started dripping out the overfill valve.

I assume that you are not the first owner? Plumbing shown in the image strongly suggests someone has done considerable reworking of the water system. Galvanized pipe is rarely found in RVs. Also wonder what the fittings is on the shutoff valve on the bottom of the pic. That red valve looks like a gate valve, again rarely seen on RVs. Most are quarter turn ball valves.

Since opening the valve caused the pump to run its located on the pressurized side of the pump. How long did you allow the pump to run with this valve open? Did you look around to see if water was coming out somewhere? Inside or under the RV? If you leave it open and the pump runs for a while, several minutes, the water has to be going somewhere. Is there a pressure tank somewhere on the rig? I have a pressure tank with a shutoff valve so it does not fill with antifreeze while winterizing the RV.

It is, indeed, my water control center. I found it in the online owner's manual. The red gate valve is the "fill valve". The bottom is the "city water" hook-up with a screen filter on it to prevent debris from entering the tank. The middle valve is the "quick dump valve" to empty the tank. The discrepancy in the manual is this: It says I should have one "tank fill valve" or the other, but not both, which I have.

One mystery solved. On to the next...
