Are your outside shower faucets turned on ? They need to be off.

Could be the inlet or outlet check valve on the unit.

Water heater heating water as evidenced by hot water coming out T&P Relief Valve so it is NOT a heating issue.

That leaves a delivery issue

Cold water from hotside of faucets indicates:
Water heater BYPASS Valve is still OPEN so cold water flows into Hot water system (Check valve on hot out closes)

OR

You have an Atwood XT Model water heater that uses a 'MIXING Valve' to control water temp on hot water system
Water heater heats water to 160*F then cold water is mixed with it so water going into hot water system is 130*F
Hot going into Mixing Valve clogs up from scale/crud in water heater and then only COLD water flows thru Mixing Vlave

SO what Brand/Model of water heater?
Providing THAT kind of info when seeking help is beneficial to ALL

This is an Atwood with Mixing Vlave

WHICH Atwood 10gal.....that make several ??

IS it like one in picture?

No....

Then BYPASS valve on water heater is OPEN
Only means for COLD water getting into HOT water lines

Showers not being closed at hot/cold handles and only at 'button' on handle will allow cold/hot to mix but that usually means LUKE WARM not COLD

Standard Atwood with cold inlet and bypass (hot out uses check valve)

Which 10gal?

Winnebago uses check valves at the back of the W/H to prevent filling it with antifreeze during winterization. One or both have broken internally. When broken, it will stop the flow of hot water. Replace as needed.

OK my goof........
I misread that you had cold water flowing out of hotside at faucets

Now I understand you have NO HOT water flowing

You have water going into water heater and it is being heated as evidenced by hot water out of relief valve.

Hot out from water heater tank has a check valve inside the 'nipple' screwed into tank (see 2nd picture)
Failed check valve would NOT allow any water flow OUT of water heater tank

You will need to replace the check valve assembly
