If you have the tank fill valve in the fill position , it connects the cold water lines of the RV to a connection on the top of the water tank, and the pump runs pulling water out of the water pump inlet connection on the bottom of the water tank and putting it right back into the fill port on the top.

Move the valve out of the fill position.

If the fill valve is in the correct position, another cause could be a plugged strainer on the pump inlet.

airlock

I have seen several times that an air lock will form at the pump. To free it , loosen only the "out" attachment to pump and turn it on several seconds til water starts to flow.

There's another possibility - the winterization valve between the fresh water tank and the inlet side of the pump is in the winterization position.

Possible to find good info on locations of the parts here:
https://www.winnebago.com/Files/File...d35n_plumb.pdf

Sheet 3 at about A4 seems to show your pump and some of the valves. Your pump is of a time which is self priming so air should not be a problem as long as it is just a bubble, not totally open so that the pump can never draw a siphon to get started.
