1971 D24 emergency brake stuck

Hi, new to forum. I bought a 1971 D24 Chieftain a couple of months ago and the previous owner told me the parking brake was stuck in the off position but I'm starting to suspect it is actually stuck in the engaged position. It's very sluggish when driving, more so than I would expect even with the weight involved. The handle is pulled "up" and the cable will not budge a bit. Owners manual is no help as it doesn't mention the lever or which position is which whatsoever. Thanks!
