Sorry for the delayed response - was out camping w/o wi-fi service. I'd think that all the dashes for the 2016 Sightseers were the same but just had different floor plans. Probably a call to Winnebago could confirm if that was true.

No idea of who the manufacturer is - no tags on the mat and it was purchased by the previous owner of the 2016 Sightseer 33C that we owned. Our friends have a 2013 Sightseer 33C and wanted to buy this but their dash has a different design.
