Access Panel for 30 Amp Power Cord View 18J

Hi there. Just took delivery of our 18J and I have a real newby question for the group.

There is a drop down panel in the 30 amp power cord storage compartment that has two red plastic latches that presumably open and secure the drop down panel. Not sure which way to turn the latches to unlock the panel so that I can open it up and pass the power cord through.

I tried turning them in all directions, but I can't open the panel and I don't want to force it unless I am sure it is in the unlocked position. What is the open position for these little red latches?

At the bottom of page 6-2 of your Owner's Manual, it appears that the latches would be swung into the up position to open. That hatch looks to be more complicated than it really needed to be.
