Soft Flooring

Under my dinette table, I have what at first seemed to be loose floor vinyl (is it vinyl?) and upon further inspection, seems to be a softening of the floor. I’ve got several intentions from the chairs in an area about 12 inches in diameter. I’ve had no water leakage (that I know of). Any idea what could be causing it... and what I can do about it?
