Hwh rear jack

HWH rear jack leaks fluid around this threaded bolt head. It only leaks when jacks are extended and just recently started.
1) What is this bolt?
2) Can it be removed/replaced/sealed with jacks retracted without losing much fluid?
Any assistance/knowledge would be greatly appreciated.
