Friends bought a 2006 Tour. There is a small chrome toggle switch sticking out of the console where the right side of driver's right knee would hit. I had no clue what this was for. Any ideas?

Probably an odometer/trip switch.

This might be a cutoff for the surround sound system ,that was added, to stop the constant clicking sounds that the system makes.

Overhead fan switch? Does it match anything, or appear to be aftermarket?

The coach Gary ask the question for us is ours. The mystery switch is small micro switch. We do have a factory alarm system that has a rug matt sensor. Anyone else have the alarm option with this switch?
