Plug-in Solar Trickle Charger

I have a 2009 Aspect. I have a solar trickle charger that plugs into a 'cigarette' lighter socket and is supposed to keep the chassis battery charged but doesn't. However, there are two of these sockets. Does it matter which one i plug the solar charger into? Are they both connected to the chassis battery circuit?
Thanks for anyone's help.

PS The solar unit is doing it's job as checked with a multimeter.

It may be working but not big enough. If it put out 15 watts in perfect sun you may get 7 watts day in day out. Assume 12 hours of sun then you get half of the 7 or 3.5 watts. Maybe enough for a cell phone when back backing. Look for at least 60 watts or more. I use 300 watts.

First, make sure the cig. outlet is "always on" not "ignition on." The latter won't do any good unless the key is in the on position.

If your meter isn't handy, remember you can just plug anything in.. gps, cigarette lighter, instant test light.
