Onan Generator Searching/Surging

I'm wondering if anyone has had similar issues with an Onan 4000 gasoline generator searching. I originally thought that it may have been the carburetor varnishing issues because it was hard starting, but would start with engine starting fluid sprayed into the air intake and subsequently shutdown. I replaced the carburetor and now it starts every time, first time. Now, when I start the generator when it is cold--it searches/surges and then sometimes shuts down with a fault code of 14, which deals with over-frequency. If I can keep it running and it heats up then it runs with no problem. I'm thinking that there might be a wiring resistance issue or governor issue. Warranty has expired. What have you DIYers seen on your rigs?
