Looks like James Black Master Sergeant USA "fret". Can't figure out the "fret" part! Maybe Fort Riley Emergency Tactical unit?

My guess is James Black Master Sergeant US Air Force Retired.

Is it an electrical whistle or a real whistle from air (or other gas) escaping? If the latter, then figure out the source. If the former, it might be harder to track.
Is it temperature related?
