Electric/Gas heater problem

2004 Vectra 40AD. Electric heater is sporadic. Works occasionally. Gas heat comes on with panel set to electric as well as gas.

What is the outside temp? The heat pump doesn't work much below 40, it kicks the gas heat on.

If the actual temp is 3, or maybe it's 5, degrees below the set temp the propane furnace will come on as well as the heat pumps. Once temp comes up system will switch to heat pump only and try to maintain temp that way. If it can't maintain the temp the gas furnace will come back on. As mentioned, 40 and below the heat pump is pretty much worthless, just switch to gas and be warm.
