1988 Winnebago itasca wipers working very slow and sometimes stall, any suggestions as to the problem

With a rig of that age, I think I'd first look at all of the moving parts, especially all joints and pivot points, for solidified old grease or maybe dry and in need of new lubrication.

Maybe corroded electrical connections, especially the ground if it's grounded to the chassis.
