Just wondering? Does this mean RV?

Reading the news and came across an item about a California law passed way back in the old days of 2008 that is finally being put into effect. But the article is not clear as I might like, so I thought I might ask some of you folks who might be more involved.
My first thought is that I don't do deisel and rarely get that far with an RV, so I'm just sort of on the sidelines and may have missed lots of discussion.

Does this apply to Diesel RV as so many are in the correct weight range?

... and I cannot see clarification regarding motorhomes. My guess is that it does not apply to motorhomes, because the affected folks on this forum would not have been able to renew their tabs for 2023. I am pretty sure we would have heard about it by now.
