Can someone please reference a government document that states chains have to be crossed. First I've ever heard of the requirement.

That is kind of where I am at. My hesitation is two part:

A) Why Winnebago would set the trailer up this way if it wasn't safe (or even legal in half the states).

B) I cant figure out a spot on the frame to put the attachment points where the crossed chains WOULD catch the tongue if it popped off. I think a big part of the issue is the WD hitches...they add so much distance from the bumper.

There is no federal law, it is state by state, but every state has very well documented laws that govern any/all motor vehicles, trailers included.

By the way, the state of Indiana has a requirement that the safety chains must be attached to either side of the coupler....so this trailer isn't even legal in the state it was made in? That's the part I don't understand.
