When I saw the year of your coach, I almost spewed my coffee!
I recently bought a 2003 Itasca, and it is literally rust free underneath... after 18 years!
Something definitely seems to have changed, and not for the better! I agree with your comments... I would also suggest getting on a creeper and try to determine (take lots of photos, they have a time stamp on them and do wonders for proving a case) whether the rust is "everywhere" or limited to the chassis builder or the coach builder's area of responsibility.
