It could be a stuck horn relay. You removed power which could have closed the relay and it didn't open when you put the new power back in. The relay is 11 years old and subject to failure.

Clean the battery connections at the Onan starter. Check with a volt meter that you have 12V at the stater when hitting the start switch. If you do, have the starter checked is what I would try.
