Air condition condenser

I have a diesel pusher,40 vectra, the radiator is on the driver side rear, is the condenser in front of the radiator, and if it is than does the fan turn on when the the dashboard air condition is turned on ? I ask this because I am not getting cold air from the dashboard, I have already recharge the system, could there be air in the system?
