Put it on heat and diagnose if the blower is the problem.
On E250... There is a 15 amp fuse for blower function and a 50 amp relay for the power! in the engine compartment.
For the AC when you switch the AC on (assuming temp setting etc is such that the compressor should turn on), you should hear and see the AC compressor clutch activate via a relay and that would then power the compressor for the AC function.
Dunnknow if that answers your Q but thought I'd provide that as a way to move forward with the diagnostics. I had an old Dodge where the Clutch would not kick in, I thought the compressor was fried, till a neighbor showed me where the relay was, once we replaced that it was all good.
