This type of problem is best handled by a technician for the water heaters. That said, on some water heaters the red wire that goes to the igniter also sends a signal back to the gas solenoid valve to tell the gas valve that the flame is on and leave the gas on , or there is no flame sensed so shut the gas off. it usually takes about 20 seconds and the flame goes off. I still recommend a repairman.

trailrunner, clean the gas orifice, it does not take much to mess it up.

Air mixture

You may need to adjust the air fuel mixture. The fluttering you hear sounds like a too lean (too much air) condition.

Clean the gas jet and burner first though. It's not difficult.

There is also the possibility of a spider web in the air tube. You must use some kind of wire or brush to remove it; a blast of air will not remove it. If no web, your air mixture tube could have slid one way or the other. Check the screw at the air holes to make sure its tight. If loose, slide the tube slowly until you get the jet blast and blue flame when lit. If this works, tighten the screw and mark the tube in relation to the vents, so you can tell at a glance if the tube moved again if you have problems. The sliding air tube is also what causes the black soot above the hot water heater vents.

If these simple checks don't work, as suggested above, have a tech check it.
