Fresh water Loss

'07 Itaska 29R.
Just bought.
I filled the fresh water tank for the 1st time per manual instructions. Water starts coming out overflow hose when tank is full.
Problem is, it keeps on dumping water out hose until tank gets down to about 1/3 tank. Checked manual for proper valve positioning. Tried refilling and get same result.
The overflow tube seems to act as a siphon.
Hoping for advice before I tear into system.
