2106FBS h2o back filling fresh tank

Anyone else going through this. When hooked to city water it back fills, fills, & pours out the capped fresh water tank filler port. Called Winnie before. They sent a diagram to switch 2 values to opposite directions but then back if using fresh water tank. Worked for a while but this past week it started up again. It's getting annoying. Wonder if it's the actual pump? Have a pressure valve for city water bibs and have learned to not turn their water to full force ????? PAT
