if your i pad or i phone has a cell connection it can get to the internet -- you can also set it up as hot spot.. The miring feature in OS8 and OS X works great

On this trip I brought along my Apple TV to see how it would work. First I let it connect to my MiFi. I streamed my internet connection to the Apple TV using AirPlay. Whatever I was seeing on my computer screen I was seeing on the big screen.

I then switched every thing of and restarted the computer and the Apple TV. Apple TV asked me to connect to the internet but I skipped that step. Only my computer and Apple TV were on. I used AirPaly and everything I was seeing on my computer was shown on the big screen. All worked without flaws. Internet connectivity is not needed to use Apple TV, but ya'll know that already, eh?
