Onan 5000 switch on side?

I have a 1999 (I think) Onan 5000. It has an on/off switch on the device that I believe turns the "generator" part on. Either sends elec or not. However, there is another (white) switch right below it. No label and no mention in the manual.

Any idea that it does?

Also... The manual says to turn the black on/off to OFF when starting it, but this defeats the purpose of having an on/off switch inside the RV. Does it really need to be turned off and on? Or can you leave it set to on?
