ODB on '96 Chevy chassis

My '97 Adventurer 34 ('96 Chevy chassis with 7.4l TBI) has an OBD port by the steering column but I can't get a Bluetooth reader to work on it. First this is because it has no pin 16 to supply power (just 5, 6 & 9). Does anyone know if adding this pin (connected to IGN) should be enough to get useful readings?
