Tell us more about your rig.
Is it on the Workhorse Chassis? If so, popping noises that change with engine speed are indicative of a bad plug wire or faulty coil ground.
A whine that changes pitch with engine speed is usually caused by a bad rectifier diode allowing AC to cause noise. It can be filtered out by using a line filter (really just a capacitor) to pass the errant AC to ground. You can find out if that is the culprit by setting your VOM to ACV and looking for anything above about 15 VAC.
