Well I finally got a chance to check it out. Don't know how I got those last readings.

What I didn't remember doing was to remove a white neutral wire that was connecting the neutral bar and the ground bar inside the breaker panel. Part of the current was flowing through the ground, not good. Don't know how that worked with the 30 amp service but wouldn't work on 50 amp, 2 phase.

Anyway if you remove that neutral wire I think everything will work.
