Not sure of the age but I would think it is a base for a cell phone external antenna

HMMM...maybe. The only thing about these is I can't seem to find where the cables would have been run. Is it possible to run antenna cable down the sides supports and not drill a hole in some other place?

If that is the case, it might provide some more room to guess on them. The odd part is there looks like there is some kind of mesh inside the "washer". The other washer I don't upload a picture of looks almost like there is some kind of door screen material below it.

I too will support this as a good choice. They are too small for a mag mount CB but a 2-mtr or 70cm antenna can use a smaller mount. And a Cell phone smaller still. I use a mag mount cell antenna msyelf, gets knocked over all the time.

The 'mesh' is for a 'ground plane' for the antennas..

Can you get eyes on the underside of the cap? Maybe in a cabinet or above TV? I'd check to be sure they aren't covering holes drilled for cable or perhaps air horns. I'd look for evidence of air lines or wires. Perhaps the 'washers' are holding down some kind of membrane to cover the holes.

It actually looks like the base of a magnetic antenna that was glued to the front cap. It may have been pulled off or knocked of while on the road or parking.
Check and see if it is magnetic.

I glued a washer to the roof of a previous M/H so a magnetic XM antenna had a place to stay.
