Bought a 04 Sightseer 30B the seat belts for dinette have never been installed. What do they bolt to.

According to the brochure the 30B only has seat belts on the sofa beside the dinette. If your storage compartments come out with the slide, you possibly could use 1/2" carriage bolts thru the floor to add seat belts to dinette

May not be any thing to bolt to under dinette, plus cant get to it. Would have to be very strong. The sofa has a steel angle to bolt to.

I removed the sofa and replaced it with 2 Flexsteel barrel chairs on pedestals. Placed pedestals where I wanted them, drilled 2 holes for each pedestal and ran the carriage bolts up thru slide floor. Used large washers on bolt heads and pedestal plate on top. If you wanted to use bolts to hold seat belt, just use large washers on floor, then seat belt and lock nuts on top. Just be sure to pull bolts tight enough so they don't stick out and interfere with slide motion.

Do you plan to use them? I have never used the belts on the sofa or dinette in any coach. I think the law requires them but for long trips I don't know how long you could keep someone strapped in.

My 2004 doesn't have them either. I have seen them on later year Sightseers with the same body/slideout and dinette configuration, so it can be done.

Perhaps a call/E-Mail to Winnebago would get you information on what was done on 2005-2007 or Vista models.
