No picture but normally a bubble is from contamination below. I had a 56 Bel Air that they souldered the fender seams OEM. After 40 years the acid made its way to the surface. It wasn't rust in my case but rust is a common cause of bubbles. Get it fixed sooner than later so it can be cleaned up properly.
